I would not call it a vibration as it is too smooth to be annoying. The surging you (OP) speak of, might be the transmission "shifting" up a gear, as you gently coast to a stop.

Sounds like it is not working properly. That could be the valve itself, wires from the control switch (heat setting on your dash) or the heat switch itself.It could just be compensating. Problem is if my AC is on (Its Florida and I am big, I like my Air con) and I press the clutch in at idle, revs rise but there is a subtle hum you can hear from the drivers side engine area.
