Covenant of the inheritor

I just arrived in ACT 2 and restored the covenant of the inheritor. There is a dialogue option about a vision I had, but I didn't have one. Same when I gave it to the queen. Here I can see a loading screen, but it ends immediately and returns to the dialogue. Anyone had the problem and knows a solution?

I have been testing this artifact, and it CLEARLY doesn't do what it says it does. It CLAIMS to give all your allies' weapons the GOOD and COLD IRON properties. If this was the case, my Cruromancer's skeletons SHOULD be able to hit the Balor without any damage reduction, since it has DR 15/Cold Iron OR Good and DR 15 Cold Iron AND Good.
